The protective pad was outside the container when I bought the dehumidifier. Is it this piece that sucks the moisture out of the hearing aid or something else?

The pad should be placed at the bottom of the dehumidifier to act as cushioning, the walls of the bottle itself have a "desiccant lining" that removes the moisture from your hearing aids. So the bottle itself is the dehumidifier.
